The 14 Amendment gave African-Americans both citizenship and equal protection under the law. For a while federal troops made sure that Southern states complied with the new laws. However, once the troops left the South, state and local governments in the South enacted "Jim Crow"laws that discriminated against African-Americans politically, economically, and socially.
