Every year billions of us [1] around the world observe the familiar ritual of winding our clocks forward in the spring and turning them [2] back again in the autumn. To the joy of some and the annoyance of [3] others, this biannual time-tampering first steals 60 minutes of our sleep, then [4] gives us all an ‘extra’ hour in bed back. Of course, in reality we are neither losing [5] nor gaining time. [6] However, it will all change very soon as the European Parliament has already[7] backed a proposal to stop the obligatory one-hour clock change which extends daylight hours in summer EU-wide.The proposal would give each member state a choice from 2021: [8] either to keep the current summer time system or scrap the twice-yearly clock changes. The European Commission - [9] in charge of drafting EU legislation - made the proposal last year, after a public consultation which showed 84% of respondents wanting to scrap the biannual clock changes. There were 4.6 million replies in that consultation, 70% of which were from Germans. But MEPs and the Commission stress that states must co-ordinate their choices, to [10] minimise the risk of economic disruption from a patchwork of different time systems.What are the pros and cons of summer time?Daylight saving time (DST) [11] has been compulsory in the EU since 2001, aimed [12] at making the EU internal market work more smoothly and [13] reducing energy costs. Moreover, it was argued that fewer time differences would facilitate cross-border trade and travel in the EU, [14] while the extra daylight hours in summer would reduce spending [15] on artificial lighting. But the energy savings from DST have proven to [16] be quite marginal. And some of the EU's major trading partners - [17] among them China, Russia and Turkey - do not operate under DST.The consultation and scientific studies suggested that the clock changes were having negative [18] effects on people's health. To make things worse, the EU Commission says it may even be more severe [19] than previously thought".Commission President Jean-Claude Juncker said "Clock-changing must stop.
