Explain the difference between weather and climate? The atmosphere is made up of nitrogen, oxygen and other gases. There are several layers to the atmosphere. The layer closest to the earth's surface is called the troposphere. It extends from the earth's surface to approximately 17km. Planes fly in the troposphere and weather occurs in the troposphere. The next layer is called the stratosphere. This extends from 17km - 50km. The ozone layer is located in the stratosphere. Generally, weather and clouds occur in the troposphere, but high clouds can be found low in the stratosphere.
