The Civil War conflict developed over a period of 200 years, as the industrial North and agricultural South battled over wage labor versus slave labor, urbanization versus ruralization. But, there were several steps of compromise before war broke out between the states. At the Constitutional Convention, questions about the representation of slaves in Congress led to the the 3 Compromise, which North and South agreed would count slaves as 3 of a person. Then, almost 40 years later, when Missouri wanted to enter the United States as a slave state, the Missouri Compromise was struck in order to keep the balance equal between slave states and free states. Therefore, Missouri entered as a slave state, and Maine entered as a free state. Thirty years later, because of the Mexican-American War and the land the United States gained in the Mexican Cessian, the Compromise of 1850 further postponed the debate against slavery by admitting California as a free state but allowing all other states in the territory to decide on slavery by popular sovereignty. Between the three compromises, the abolition of slavery was swept under the rug until the problem resulted in a full scale war between North and South states. The Kansas-Nebraska Act allowed states to decide if they would be pro-slavery or anti-slavery by popular vote. This is also called popular sovereignty. Because slavery would be divided by vote, settlers from North and South began moving West to settle land either for free labor or for slave labor. Stern loyalties were created as slave owners moved onto land right beside free laborers, which cause great conflicts. Each settler, North or South, stayed loyal to his side, an idea which came to be known as sectionalism. Territories like Kansas and Nebraska had been annexed through the Mexican Cessian and greatly expanded land owned by the United States in the west. Pro-slavery Southerners wanted those western lands for vast plantations where slave labor would produce cotton in great abundance. Those free-staters who moved into Kansas and Nebraska chose to fight against the spread of slavery, and instead advocated for its abolition. Dred Scott, when trying to sue for his freedom in a free state, was told this by the Chief Justice of the Supreme Court.
