We can also divide these two groups into smaller groups. Limited governments have rules that keep leaders and politicians from having too much power. The rules are written in a document called a Constitution. Limited governments are ultimately controlled by the people - we call this Rule by Many, because there are many people who vote and control government. Unlimited governments are ruled by small groups, or sometimes even a single person, like a king or dictator. We say that Unlimited governments are Rule by Few, or Rule by One, because only a small number of people have power or one person has power.Examples of limited governments include a Democracy (such as found in the United States), and Constitutional Monarchy (like the United Kingdom). Examples of unlimited governments include Dictatorship (like North Korea), Communist (as in China or Vietnam), and Absolute Monarchy (such as Saudi Arabia). Another important word we use when we describe unlimited governments is Totalitarian. Note that the word "Total" is included inside this word. That is because either a small group, or a single person has "Total" control over the nation.
